SPECIAL TOURISM PROJECTS (SPT)

The development of Special Tourism Projects encourages the development of large-scale tourism projects in the national territory that, taking into account their geographical location, cultural and/or environmental and/or social values, as well as connectivity feasibility, become projects of high strategic importance for the development or improvement of the tourism potential of the sites where they are developed. Likewise, they will incentivize public and private investment in tourism infrastructure in the country.

These types of projects require special regulatory treatment, as they may involve interventions in areas with environmental restrictions or with a vocation for conservation and ecological tourism. Additionally, in their vast majority, they require modifications or adjustments to the PBOT or POTs (Basic Land Use Plans or Land Management Plans) where they are located.

Characteristics of a Special Tourism Project in Colombia:

  1. Location in Rural or Protected Land: They are developed in territories classified as rural land or in areas of special environmental and tourist interest, where traditional construction activities may be limited.
  2. Sustainable Land Use: They must be designed to minimize environmental impact, promoting responsible development aligned with sustainability principles.
  3. Authorization and Regulation: They require special permits from environmental and territorial authorities, in accordance with the Land Management Plan (POT), the Departmental Land Management Plan (POD), or the Tourism Development Plan.
  4. Promotion of Nature Tourism and Ecotourism: They typically focus on activities such as adventure tourism, wildlife and flora observation, hiking, community tourism, and accommodation in environmentally friendly structures (glamping, eco-lodges, ecological cabins, among others).
  5. Incentives and Support: In some cases, SPTs can access economic incentives, financing lines, and tax benefits to encourage their development.
